Arrests up among UI students
The number of University of Iowa students who were cited and arrested by police jumped 21 percent this past academic year, the result of a spike in several drug- and alcohol-related offenses.
Police and university officials say possible reasons for the increase are many, from UI Department of Public Safety's expanded downtown presence, to the Iowa City Police Department's focus on patrolling the near-downtown neighborhoods, to the change in the city's minimum bar-entry age, to increased enforcement around Kinnick Stadium on gamedays.
In the 2010-11 academic year, police charged 1,330 UI students for offenses other than minor traffic infractions, up from 1,098 the previous academic year. That equates to about 1 in 23 of UI's 30,825 students being cited or arrested between Aug. 1, 2010, and May 20.
It was the largest number of student citations and arrests over the past five years, according to an annual report from the Dean of Students' office that tracks the statistics back to the 2006-07 school year.
Alcohol offense numbers, which were highly scrutinized before and after the Iowa City Council passed a law last year prohibiting those younger than 21 from being in bars after 10 p.m., rose in several categories but fell in others.
Officers cited 193 students for being in a bar after hours this past school year, considerably more than the 36 cited under pre-21-only laws the previous year. Underage drinking citations were up 19.1 percent, 485 this year compared to 407 the previous year.
Police issued 149 disorderly house citations to students, which was an 83.9 percent jump from the 81 citations in 2009-10. And there were 72 open container violations by students, compared to 15 the previous year.
UI Public Safety Director Chuck Green said it's difficult to pinpoint a cause for the rise in the overall number of citations and arrests but said UIPD's expanded downtown watch, which started in June 2010 and puts an average of two foot patrol officers in the area Wednesday through Saturday nights, could be a contributory factor.
Green also said UI's increased gameday enforcement around Kinnick resulted in more alcohol-related citations.
"The rise or fall of crime statistics is dependent on a number of variables, and one of them can be just the number of officers you have in an area doing their job," Green said. "Even the season can affect it. It's always hard to say exactly why they will rise or fall.
